Help wiring a new Honeywell RA89A burner relay.

I just purchased a replacement relay (RA89A) for my old R8038A. The wiring is different so I need help on connecting the power to the relay and the wires for the burner. Instructions sconnect the black power to #1 and white to #2, then connect the burner to #3 and 4, but then all wires are powered according to my volt meter. Thanks for any advice. Incoming power to 1, neutral to 2, outgoing power (load) to 4, outgoing neutral to 2. There is a factory installed jumper between 1 3.
